This refers to the mechanics on how the highest bidder shall be chosen.
The bidding shall be like the public bidding conducted by banks - in sealed envelopes. But instead of envelopes, since the undersigned is the lone in-charge to receive bids, bids shall be forwarded to my e-mail address: [email protected]. All bids e-mailed to me shall be presented on February 29, 2012 to the body (coordinators) for all to see who made the highest bid. May I make it clear that the proceeding is not like how auction works. So whoever e-mailed his/her bid on or before February 28, 2012, those will be the final bids.
I am making this clarification because this may be misunderstood to work like an auction because it cannot be. Distance makes it impossible.
